2026 Illinois Counseling Updates

2026 is a big year for Illinois counseling licensure. If you’re planning to enter mental health counseling in Illinois this year, five state-level developments are worth flagging. They affect the credit-hour requirement for LPC eligibility, insurance reimbursement rates, loan repayment funding, Medicaid coverage of pre-license work, and Illinois’s continued absence from the Counseling Compact.

• Illinois raises the LPC minimum credit-hour requirement from 48 to 60 semester hours (effective July 1, 2026). Under updated IDFPR rules implementing 68 Ill. Adm. Code Part 1375, LPC degree programs must include at least 60 semester hours of graduate coursework, up from the prior 48-hour minimum. This aligns with CACREP’s 2024 Standards. Applicants who complete a 48-hour program before July 1, 2026 remain grandfathered. Check the current IDFPR qualifications document if you’re mid-program.
• PA 104-0446 sets a commercial behavioral-health reimbursement floor at 141.7% of Medicare (effective January 1, 2027). Governor Pritzker signed HB 1085 as Public Act 104-0446 on December 12, 2025. Fully-insured PPO/EPO commercial insurers in Illinois must reimburse behavioral health providers (LCPCs, LCSWs, psychologists, psychiatrists) at 141.7% or more of the Medicare rate starting in 2027. HMOs, ERISA self-funded plans, Medicaid MCOs, and Medicare Advantage are excluded. This directly changes the private practice economics for future LCPCs.
• Community Behavioral Health Care Professional Loan Repayment Program is fully funded through FY26. The Illinois Student Assistance Commission administers the CBHCPLRP with a $7.5 million FY26 appropriation. Awards range from $4,000 to $40,000 for LCPCs, LMFTs, LCSWs, psychologists, and other behavioral health licensees serving underserved or rural Illinois communities. Priority deadline for the 2026 cycle was May 31, 2026, with awards issued in three annual cycles.
• HFS Medicaid now covers pre-license behavioral health work under LCPC supervision (PA 103-0102). The Illinois Department of Healthcare and Family Services issued a Provider Notice on October 18, 2024 implementing PA 103-0102: Medicaid FFS and HealthChoice Illinois MCOs reimburse behavioral health services delivered by pre-licensure “sub-clinical” professionals when supervised by an LCPC, LCSW, LMFT, psychiatrist, or psychiatric NP. Modifier HO applies to LCPC-supervised services. This makes the supervised experience phase more employable for LPC candidates working toward LCPC.
• Illinois still has not joined the Counseling Compact. HB 4642 (103rd General Assembly) failed January 7, 2025, the third failed attempt in recent sessions. Illinois LPCs and LCPCs cannot obtain interstate practice privileges through the Compact. Operational compact states as of August 2026 are Arkansas, Arizona, Georgia, Indiana, Louisiana, Minnesota, and Ohio. If you want to practice in Chicago’s community mental health system, DePaul, Loyola, Roosevelt, UIC, Chicago State, Northeastern Illinois, or The Chicago School put you in the right region. If you want to serve the Chicago suburbs, Adler, Concordia, Judson, Lewis, National Louis, Trinity International, or Wheaton fit. If you want to serve downstate Illinois, EIU, NIU, SIU Carbondale, SIU Edwardsville, or UIS. If you want an Evangelical or Catholic identity in your training, Wheaton, Trinity International, DePaul, Loyola, Lewis, or Concordia. Geography still matters even for online programs. Bradley, North Park, Northwestern’s online, National Louis’s online, and Adler’s online options let you live anywhere in Illinois, but you’ll still need to find practicum placements in your local community. Verify each program’s ability to help with local placement before committing to online-only enrollment, especially if you live outside the Chicago metro.

Budget the whole thing, not the per-credit price. Illinois public universities (Chicago State, EIU, Governors State, NEIU, NIU, SIU Carbondale, SIU Edwardsville, UIC, UIS) run well below private university tuition, and public programs offer graduate assistantships that can further cut your net cost. Governors State at ~$383 per credit and UIS at similar public rates are the most affordable options. Two 60-credit programs with the same per-credit rate can end up costing you very different amounts once fees, textbook costs, licensure exam fees, and lost income from unpaid practicum hours factor in.

Pace depends on program format more than “accelerated” branding. Illinois LCPC requires 60 semester credits (from July 2026) plus 3,360 supervised hours over a minimum of 96 weeks. Online programs at Bradley, North Park, Northwestern, and Adler can move faster during the coursework phase. On-campus programs typically run 2 to 3 years for full-time students, longer for part-time.

CACREP accreditation matters most if you might leave Illinois. For Illinois LCPC alone, non-CACREP programs work through IDFPR case review.
